What does unused carry forwards on tax returns imply?

I have $16000 in tax carry forward from in unused school tution fees for four years. I want to use this damn thing.I don't even I don't understand why they call it unused and carry it forward. I live in Ontario, Canada by the way.

Tuition credit is used to reduce your tax payable to zero. If you don't need all the credit in a given year, it is carried forward and you can use it the next year. As soon as you have enough taxable income to pay income tax, you can claim the credit. If you have had taxable income but haven't claimed it because you didn't know you could, you can ask to have you tax return amended. Send a letter to CRA with your name, address, social insurance number and the year you want to amend and tell them how much tuition credit you wish to claim. You will then get a refund of the tax you paid. There is more info at the CRA website:
